Any employee of a State Department of Transportation or the Federal Highway Administration.

Any employee of a non-State DOT public entity, including but not limited to counties, cities, academia, and non-profit organizations.

Any sponsor/exhibitor that has been designated as a recipient of a complimentary registration.

Any attendee representing a private sector company, and has not been designated as a complimentary registration.

Any guest of a registered attendee.  Guests will have limited access to conference activities.

Any approved conference volunteer.
